Sirkuit yang digunakan merupakan sirkuit jalan raya, yang proses konstruksinya digarap oleh perusahaan asal Prancis, Vinci Construction Grands Projects.

Perkara pendanaan, menurut Abdulbar, pihaknya mendapatkan pendanaan dari Asian Infrastructure Investment Bank (AIIB).‎

"Pendanaan kita dapat, jadi akan dibangun. MotoGP balap motor terbesar di dunia. Penontonnya 400 juta, Indonesia nomor 2 setelah China, penontonnya. Dibangun oleh Vinci, ini kita ‎bangun dari awal. Kalau di negara lain tidak," tutur Abdulbar.

Dirinya melanjutkan pembangunan sirkuit sepanjang 4,3 kilometer (km) tersebut bakal rampung pada 2021, diharapkan bisa menarik wisatawan menyaksikan MotoGP di Mandalika.

"Kita punya waktu 2 tahun, dan semua berharap bisa selesai tepat waktu agar bisa menyelenggarakan balapan pada 2021," sambung Abdulbar.
